Confirmed: MW3 will be first Call of Duty to have In-game Party Chat in most of the Multiplayer Modes

"Infinity Ward revealed in a recent interview with MTV that Modern Warfare 3 will be the first Call of Duty game to support Party Chat in most of its multiplayer modes. Creative Director Robert Bowling explained that the feature has been included in an attempt to make the game more accessible:

A major focus of ‘Modern Warfare 3′ multiplayer is allowing you to have a lot more control over [how you play], looking at those restrictions and doing away with stuff like [Party Chat blocking] that’s super hardcore.

However, Bowling said that the the player doesn’t have to use Party Chat if they don’t want to:

It’s about giving options. We will have places where competitive guys go where you might have restrictive voice chat. And then you have an option to maybe play that same mode without the same restrictions if that’s the type of player you are."
